Police Blotter: Man allegedly admits to elbowing teen
A 40-year-old Destin man is accused of elbowing a 17-year-old who walked past him near some Destin townhouses.
The teenage boy was walking through a wooded area near the townhouses on June 30 around 2:30 p.m. when he walked by Phillip Brooks, according to the arrest report. Brooks was walking the opposite way with his bicycle.
The teen said Brooks "grabbed" his shirt, causing it to tear, and hit the teen in the face several times, the report said. Brooks allegedly said he'd elbowed the teen.
The teen had injuries to his chin, according to the report. Brooks was found by Okaloosa County Sheriff's deputies at Circle K and identified by the teen.
Brooks also admitted to having a glass pipe he used for smoking crack cocaine, the report said.
He is charged with cruelty toward a child without great bodily harm and possession of drug paraphernalia.
He is scheduled to appear in court on Aug. 4.
